The Weight of Empty Rooms

By J.KARUU

In the fictional estuary city of Bellwether, every condemned apartment must be certified empty before a flood barrier can close across its access road. Mara Venn, a municipal relocation auditor, finds a discrepancy between a building's recorded vacancy and the weight of personal belongings removed from it. The discrepancy appears trivial until her colleague dies and an elderly tenant disappears from an address that officially has no residents. As an approaching storm compresses the investigation into six days, Mara uncovers a compensation fraud that depends on moving vulnerable tenants beyond the city's field of view. Some have been coerced into signing releases; others remain inside buildings scheduled to become inaccessible. Her own signature helped make the scheme possible. Working with a removal driver, a tenant organizer, and an engineer who once concealed a fatal maintenance failure, Mara must establish who is still inside, preserve evidence against an institution that controls the records, and prevent a lawful flood operation from becoming a deliberate killing. Saving the tenants requires a dangerous intervention that could expose occupied neighborhoods to floodwater. The final struggle is therefore both evidentiary and physical: they must prove the fraud without treating the people endangered by it as expendable proof.
